Sen. Robert Byrd on Reconciliation – Then and Now

As we now know all too well, “reconciliation” is the process by which the Senate can pass budget bills on a straight majority vote without the risk of a traditional filibuster. This is done by resort to the “Byrd Rule”, which is named after its author, Robert Byrd. Now it appears that Bill Clinton wanted to use reconciliation to pass HillaryCare in 1993. And in some newly-discovered video, this is what Robert Byrd said about Clinton’s ploy.

My, how things have changed – or Senators aged.
